NPDES Permit
The City of Battle Ground (City) operates under a National Pollutant Discharge Elimination System (NPDES) Phase II Permit issued by the Washington State Department of Ecology (Ecology). The NPDES Permit is a set of guidelines that regulates stormwater runoff management of the Municipal Separate Storm Sewer System (MS4).
The City is committed to protecting water resources and complying with permit requirements. The NPDES Permit requirements have eight basic categories: stormwater planning; public education and outreach; public involvement and participation; MS4 mapping; illicit discharge detection and elimination (IDDE); controlling runoff from development; operation and maintenance (O&M); and source control program. Annually, the City reports to Ecology on the progress of the previous year’s Stormwater Management Program and provides an updated Plan for the coming year.

Municipal Phase II Stormwater Permit
The Municipal Stormwater Permit is administered by the Department of Ecology in Washington State. The Permit outlines stormwater program activities and implementation milestones that municipalities must follow to comply with the Federal Clean Water Act.
The National Pollution Detection and Elimination Program (NPDES) Western Washington Phase II Municipal Stormwater Permit (Permit) requires all permittees to submit an annual report describing the progress of their permit implementation activities. Annual reports cover the previous calendar year's activities, unless otherwise specified, and must be submitted to the Department of Ecology by March 31, each year. In addition, municipalities are required to develop an annual Stormwater Management Plan (SWMP) which includes the planned actions/activities for the coming year.
