Capital Improvement Projects
Capital Improvement Projects are long-term investments building upon, adding to, or improving publicly owned assets.
Projects included in the capital improvement plan are derived from a number of sources. They include long-range plans adopted by the City Council and commissions, needs assessments, public surveys, and requests from residents and from the business community. Improvements are often implemented over a several-year period. This process includes project design, land acquisition (right-of-way), and construction of a project.

Project Phases
Preliminary Engineering (PE): Preliminary Engineering is the first stage in project development. This phase includes the location, design, and related preparatory work necessary to the advancement of a project to physical construction, including surveying, environmental studies, permitting, project design, plan and/or specification development, budgeting, etc.
Right-of-Way (ROW): In some instances, a project may require land acquisition, or the temporary use of privately owned land to complete the work. During this phase the City may engage in real estate negotiations for the purchase of property or seek approval from property owners to grant the use of their land for the project.
Construction (CON): The construction phase includes selecting a contractor, securing the proper permits, developing a project timeline and budget, and creating a public notice plan, and of course construction! The City's construction inspectors conduct regular routine inspections throughout the construction process to ensure that all aspects of the work are completed to specification and meeting safety standards.
